Children must meet the following minimum age and entrance requirements on or before August 1 to be admitted to kindergarten, first, or second grade (Nevada Revised Statutes [NRS] 392.040):

✔ Kindergarten Students must have attained the age of five years old by August 1 to attend kindergarten. CCSD does not permit four year olds to enroll in kindergarten with the exception of military transfers. Regardless of the student’s age, a military transfer can enroll in kindergarten if the student has met the kindergarten age requirements in that state. The transfer can occur at any point in the school year.

✔ Grade 1 Students must have attained the age of six years old by August 1 and demonstrate proof of completing a minimum of six weeks of kindergarten at a public, state-licensed private, or state-exempt private school.

✔ Demonstrate proof of completing kindergarten and promotion to first grade while being a resident of another state in compliance with the age and entrance requirements of that state. Proof must be verified through a report card issued by the last out-of-state public or private kindergarten. Children who have attained the age of six and who do not meet the entrance requirements will be placed in kindergarten. If the student transferred from out of state (including military transfers): Students may be enrolled in the grade they were attending or would have been attending in another state, provided they meet that state's age requirements and can furnish suitable proof (e.g., report card, transcript, formal grade promotion letter) of their completed grade and promotion, unless it is determined the age requirements are being deliberately circumvented.

✔ Grade 2 Students must have attained the age of seven years old and demonstrate proof of completing kindergarten and first grade at a public, state-licensed private, or state-exempt private school. Children who have attained the age of seven and who do not meet the entrance requirements will be assessed to determine if the student is developmentally ready for first or second grade.

A student who transfers from out of state (including military transfers):

• Students may be enrolled in the grade they were attending or would have been attending in another state, provided they meet that state's age requirements and can furnish suitable proof (e.g., report card, transcript, formal grade promotion letter) of their completed grade and promotion, unless it is determined the age requirements are being deliberately circumvented.

Children in Nevada between the ages of six and 18 must be enrolled in and attend school for the entire time school is in session, pursuant to NRS 392.040.

According to Nevada Revised Statutes (NRS) 388.1235, “Discrimination based on race” refers to any single or repeated act, whether directed at a specific individual or a demographic group, that targets a person's race, color, culture, religion, language, ethnicity, or national origin. Such acts can cause harm or contribute to a hostile learning or working environment. Examples include, but are not limited to, jokes, threats, physical confrontations, or intimidation. These actions may occur in person, online, or in distance learning environments.

Under NRS 388.122, bullying includes any written, verbal, electronic, or physical act or gesture directed toward a person or group that is intended to cause harm, create fear, or interfere with a student’s educational experience. Bullying may also include a single severe or willful act that results in substantial emotional or physical harm. For additional information, please refer to CCSD Policy 5137.

As defined in NRS 388.123, cyberbullying involves the use of electronic communication to engage in bullying behaviors. This may include messages, images, videos, social media posts, or other digital communications intended to intimidate, harass, threaten, or harm another person, including the transmission or distribution of sexual images involving minors.

In accordance with Nevada law, students determined to be victims or offenders in substantiated cases of discrimination based on race, bullying, or cyberbullying may, upon the request of or consultation with a parent or guardian, and as a component of 

The disciplinary action or other measures taken in response to the violation, be reassigned to another public school.

Nothing in this guidance limits the District’s authority to take disciplinary or corrective action in accordance with CCSD policies, regulations, and applicable state or federal law.

To report incidents of discrimination based on race, bullying, or cyberbullying, please contact your school principal or administrator. Reports may also be submitted anonymously through SafeVoice Nevada.

SafeVoice is an anonymous reporting system available to students, parents/guardians, and school staff across Nevada. Created by the Nevada Department of Education and established under Nevada Revised Statutes (NRS 388.1451 to 388.1459), SafeVoice was designed to promote student wellness, prevent violence, and ultimately save lives.

In collaboration with the Nevada Department of Public Safety, SafeVoice offers a safe and confidential way for students to share concerns about their own safety or the safety of others. Reports are handled 24/7/365 by a team of trained professionals who respond promptly and appropriately to every tip. All reports remain completely anonymous.

Your voice can make a difference—if you see something, say something.

To support the Clark County School District’s one-to-one device initiatives and deployments, distance and blended learning, mental health support initiatives, and to comply with the Federal Communications Commission’s (FCC) E-rate program rules, the Children’s Internet Protection Act (CIPA), and the Protecting Children in the 21st Century Act, CCSD requires a content filtering, management, theft recovery, alerting, and remote teaching/proctoring solution. CCSD will continue the usage of GoGuardian districtwide for the 2026-2027 school year. 

GoGuardian is deployed to the students' nv.ccsd.net user accounts as an extension, and the application functionality will only be enabled when a student is logged into a Chromebook or Chrome browser on any operating system (Mac/PC) with their nv.ccsd.net user account, regardless of whether the device was issued by CCSD or is a personal device. 

The GoGuardian Suite is utilized for content filtering and blocking access to harmful or inappropriate websites. GoGuardian also provides class management tools for teachers to help keep students on task and away from distracting content during instructional time. In addition, GoGuardian Beacon 24/7 provides alerts to CCSD staff 24 hours a day, monitoring online activity that is considered a life-safety issue or threat, such as actively planning suicide or self-harm. Though GoGuardian may provide protection against inappropriate content for students, monitor online activities, and alert for life-safety issues, no filtering or monitoring system is perfect. CCSD cannot and does not represent that inappropriate or objectionable material can be completely filtered and does not guarantee that all life-safety issues will be detected. Parents/Guardians are still responsible for actively monitoring their child(ren).

Parents/Guardians should frequently review the content, including apps, media files, etc., of students’ mobile devices to ensure that they are being used appropriately. If parents/guardians are concerned or have questions regarding the use of the devices, they may contact school staff for clarification.

The Clark County School District has made significant technology upgrades to safety with the deployment of weapons detection systems (WDS) for large-scale sporting events and student arrival screenings.

All middle school and high school students are required to wear a student ID on campus.

Students wear their student IDs on a breakaway lanyard provided by the school. This way, staff can identify all students.

Additionally, student IDs include important information about SafeVoice and other programs in compliance with Nevada law, as well as a QR code with helpful mental health resources.

Should your child lose their student ID, please contact the school’s main office for information about a replacement as soon as possible.

It is always a good time to review basic safety information with your child.

✔ Children under the age of 10 should never walk or bicycle alone. 

✔ Teach your child their full name, address, and your full name and phone number. 

✔ Let your child know that police officers are there to help them and how to identify police. 

✔ Teach your child to report violence, threats, or any suspicious activity to a trusted adult, including a teacher, parent, or police.

✔ Talk with your child about safety and violence prevention. Discuss incidents and how they might have been avoided. 

✔ Teach your child that private parts of their body should not be touched by anyone and to immediately report to a responsible adult
     any attempted or actual violations.

✔ Talk with your child regarding proper and respectful phone etiquette while at school.

✔ Stay vigilant about your child's electronic devices by monitoring their activity.

✔ Instruct your child to report social media posts that may be a school or student threat to a responsible adult or law enforcement agency.          not repost it. 

✔ Check your child’s backpack to see what they may be leaving with or bringing home. 

The Clark County School District Police Department (CCSDPD) is dedicated to providing a safe and secure environment conducive to learning. CCSD employs certified school police officers who provide police services to the District. School police officers patrol District schools and facilities 24/7/365. Campus-based school police officers are assigned to comprehensive high schools to build positive relationships with staff, students, and parents/guardians. The following are examples of CCSDPD crime prevention programs that promote school safety:

• Law Enforcement Against Drugs is a 10-week crime prevention program for 6th- and 7th-grade students.
• Rocket Rules is a crime prevention program for 1st- and 2nd-grade students.
• Zero Teen Fatalities is a program designed to teach safe driving habits behind the wheel.
• Police social workers are assigned to each region for mental health assessments and to assist people in crisis.
• The Car Safety Seat Program has certified instructors who educate, install, and provide child safety seats at no cost to community members.

• Timing matters - School zones are active 30 minutes before and after school hours when children are present OR when school zone lights are flashing. Slow down and stay alert.
• No U-turns - U-turns are never permitted in active school zones.
• No passing - Do not pass other moving vehicles in school zones.
• Keep lanes clear - Never stop in the travel lane. Always pull over to the curb for drop-offs and pick-ups.
• Park Smart - Avoid blocking driveways, sidewalks, fire hydrants, crosswalks, intersections, bicycle lanes, red zones, and posted signs.
• Yield to pedestrians - Stop and remain stopped until pedestrians have reached the curb or are clear of your travel lanes.
• Cross at crosswalks only - No jaywalking. Students and adults must cross only at designated crosswalks or intersections.
• No double parking - No parking alongside other vehicles already parked. Double parking is dangerous and illegal.
• Slow down - Always observe posted speed limits in active school zones.
• Safety first - Drive like every child in the school zone is your own.

Safety Tips for Students Walking, Biking, or Using E-Bikes/E-Scooters: Know the Route:
Parents/Guardians should know with whom their child is walking or bicycling and what their normal route to and from school is. 

Practice the Route: Parents/Guardians are encouraged to practice safe routes with their child and educate them on the rules of the road.

Avoid Shortcuts: Remind children not to take shortcuts through isolated areas or play alone in deserted areas.

Accompany When Needed: Parents/Guardians should walk or ride with their younger children and occasionally accompany older children to school and/or monitor the route. 

Stay Alert at Crossings: Watch for cars at driveways and intersections. Look out for drivers in parked vehicles who may be pulling out
onto the street. 

Cross Safely: Always use marked crosswalks or intersections. Stop, look left-right-left, and stay alert while crossing. 

Ride Safely: Ride bicycles and scooters on the right side of the street, preferably in a bike lane or on a designated multi-use path. Always walk bikes across busy intersections and crosswalks.

Wear Helmets: Minors are required to wear helmets at all times when operating e-bikes or e-scooters.

Walk Facing Traffic: When a sidewalk is not available, walk on the shoulder of the road facing the oncoming traffic to see and be seen. 

Respect Crossing Guards: Crossing guards are there for everyone’s safety. Always follow crossing guard instructions. 

Stay Off Devices: Remind children to keep their cell phones put away and headphones off while walking, biking, or riding.

CCSD Safe Routes to School (SRTS) program encourages safe walking and bicycling to and from schools. SRTS is based on six principles, the “6 E’s“: Education, Encouragement, Engagement, Engineering, Evaluation, and Equity.
SRTS offers free programs to K-12 schools that include, but are not limited to, bike-pedestrian safety clinics, bike repair workshops, student safety assemblies, parent workshops, walk-and-roll incentive programs, and helmet fittings.
SRTS programs are sustained efforts by parents/guardians, schools, community leaders, and local, state, and federal governments to improve the health and well-being of children by enabling and encouraging them to walk and bicycle to school safely.

The Campus Parent/Student application provides access to information to understand, monitor, and participate in the educational process.

The Family Engagement Department develops and implements programs that provide CCSD families with valuable resources and learning opportunities. The mission of the department is to empower and educate families to support their child’s overall well-being and academic achievement and identify, create, and foster opportunities for meaningful two-way communication with families, schools, and the community.

The Family Engagement Department implements the University of Family Learning (UFL), which provides educational resources and support to families of students of all ages. There are over 100 UFL classes in four focus areas:

• Navigating the School System
• Involvement, Leadership, and Advocacy
• Promoting Wellness and Development

The Community Family Support Centers and Central Family Support Center provide comprehensive support services designed to strengthen families, promote student success, and connect families with valuable educational and community resources.

Through partnerships with community organizations and CCSD departments, families can access a variety of services, including adult English classes, family engagement workshops, school registration assistance, college and career guidance, early childhood resources, and referrals to community services.

The Central Family Support Center serves as a districtwide hub, connecting CCSD students and families to educational, health, and community resources, including a pediatric health clinic, analysis of foreign transcripts, legal assistance, food assistance, and connections to health and social service providers. The Center also offers specialized support for newcomer, immigrant, and refugee students and families.

The Family Engagement Department hosts Super Saturdays throughout the academic school year. The academies will be in-person events, and all schools are encouraged to participate. 

Super Saturdays offer families of all ages the opportunity to engage in hands-on activities, gain valuable at-home learning strategies, and connect with District and community resources. Participants may attend sessions for adults only or sessions for families learning together. Childcare for CCSD students will be provided for the adult only sessions. 

Super Saturdays are held in collaboration with community partners throughout Southern Nevada to provide parents/guardians and families with enrichment opportunities. Announcements for Super Saturdays are posted on engage.ccsd.net.

The Clark County School District's Indian Education Opportunities Program (IEOP) supports eligible American Indian and Alaska Native (AI/AN) students through federally funded Title VI and Johnson O'Malley (JOM) programs. Services are designed to promote academic achievement, increase school attendance and graduation rates, strengthen cultural identity, and support college, career, and leadership development.

IEOP provides culturally responsive educational opportunities and support services that help students succeed academically while honoring and preserving the unique cultures, languages, traditions, and histories of Indigenous communities.
Programs and services may include tutoring, school supply assistance, college and career readiness activities, Native youth leadership opportunities, cultural workshops, language preservation initiatives, family engagement events, graduation support, prevention programming, and educational enrichment experiences.

IEOP works in partnership with the Clark County Indian Education Committee (CCIEC), the Johnson O'Malley Indian Education Committee (JOMIEC), Tribal governments, families, and community organizations to ensure programs reflect the educational and cultural needs of eligible students.

The Clark County School District Partnership Office builds connections with external partners to increase support for schools and align resources.

There are many ways to get involved, such as volunteering as a classroom speaker, supporting the Book Bus, hosting a school supply or food/clothing drive, providing academic and attendance incentives, sponsoring contests and scholarships, or adopting a school to support staff and students. The Title I HOPE (Homeless Outreach Program for Education) office provides assistance to families in transitional or temporary living situations, such as living in a car, hotel/motel, shelter, or doubled-up situations due to loss of housing or economic hardship. 

Families eligible for Title I HOPE services have additional days to obtain the required immunizations and to submit documents for proof of address. Title I HOPE may assist in obtaining an original birth certificate if a copy is not available for enrollment purposes.

Digital citizenship is the appropriate and responsible use of technology. It is important for today’s youth to navigate digital platforms, communication, cyberbullying, internet safety, and other digital dilemmas. Below, you will find two free resources available to assist students and educators in being good consumers of digital materials in our digital world. 

CommonSense.org is an independent, nonprofit organization that offers free Kindergarten–Grade 12 digital literacy and citizenship curriculum for educators and families. The Common Sense Media initiative provides families with reviews and advice they need to make smart choices in the digital age. At CommonSense.org, you will find learning resources for supporting today’s youth in becoming good digital citizens.

Google’s Be Awesome Internet program is another free resource that can help students make good decisions online and teach kids the fundamentals of digital citizenship and safety so they can explore the online world with confidence. This resource is for families and educators.
 

Artificial intelligence training and tools will teach students how to use tools like Gemini and NotebookLM to help them achieve more in and out of class. 

 

The level of collaboration between families and educators is an important predictor of student academic achievement. Parents/Guardians and family members who establish strong, positive relationships with school staff have more opportunities to learn about the education system and become better education advocates. 

If there is a concern, parents/guardians can contact the school to request an opportunity to address your concerns and have a dialogue about the issue with the staff member directly involved. Concerns that are not resolved at the school level may be addressed by calling 702-799-2273, where you will be directed to the appropriate department or division.

The Clark County School District does not provide accident or medical insurance coverage for students. Parents/Guardians are primarily responsible for any bills for the treatment of an injury or illness to their child. As a service to parents/guardians and their children, the District
does supply information regarding the availability of student accident, medical, sports, and dental insurance.

Central Technical Training Academy focuses on career pathway training through career and technical education (CTE) coursework in the areas of Advanced Manufacturing and Building Trades in Construction Technology. Both programs include opportunities for students to earn industry-recognized credentials, embed employability skills, and provide opportunities for work-based learning through internships or other work experience. In addition to CTE program classes, students take courses that fulfill high school graduation requirements. Central Technical Training Academy students benefit from flexible, hybrid scheduling. Open Enrollment, formerly known as Change of School Assignment, enables families to apply for seats in CCSD schools that have open and available spaces. Schools that are eligible for this process are determined annually as it relates to their available capacity. Schools that are over capacity are not eligible for this process. Nevada Learning Academy at CCSD (NVLA) is an online public school offering courses for grades K-12. NVLA teachers provide live, synchronous instruction 5 days a week, and all instruction is 100% online. 

NVLA provides personalized and rigorous learning opportunities to students who want an alternative educational environment. Students can enroll full-time or take one or two classes part-time. Part-time enrollment is completed through a student’s home school counselor.

Students with disabilities should always be placed in the least restrictive environment to the maximum extent possible. The student’s Individualized Education Program (IEP) should outline the student’s special designed placement if it is not in the general education environment. Consistent with federal and state law, and Clark County School District (CCSD or District) policy, all students must receive a full school day of instruction, except in those cases where an IEP or Section 504 Plan specifically requires that a student receive a shortened school day.

As required by the Asbestos Hazard Emergency Response Act of 1986 (AHERA), this is the annual notification of the presence of asbestos-containing materials in certain Clark County School District (District) buildings. Asbestos is a common name given to a group of mineral fibers that occur naturally and have been incorporated into a variety of construction products, such as wall and ceiling plasters and floor tile. These materials pose no risk to health unless they are disturbed in such a way that asbestos fibers become airborne, are inhaled, and get deposited within the lungs.

This notice is a general notification and is not meant to give specific information about an individual location. An Asbestos Management Plan has been developed for each District location, which identifies the location, type, and amount of asbestos-containing material and describes actions taken to prevent exposure. The site-specific plan is available for review in the main office of each location during regular business hours. Copies of all plans are also kept in the Environmental Services Department office.

Nevada law (NRS 388.471 through 388.515) and Clark County School District (District) Regulation 5141.3 prohibit the use of aversive interventions on students with disabilities. Physical and mechanical restraints on students with disabilities are also prohibited except as provided within the law and regulation.

More than 60 Career and Technical Education (CTE) pathways, from agriculture science to web design, are available to Clark County School District (District) high school students. Programs are organized into the following 16 nationally recognized clusters: (1) Agriculture, Food, and Natural Resources; (2) Architecture and Construction; (3) Arts, A/V Technology, and Communication; (4) Business Management and Administration; (5) Education and Training; (6) Finance; (7) Government and Public Administration; (8) Health Science; (9) Hospitality and Tourism; (10) Human Services; (11) Information Technology; (12) Law, Public Safety, Corrections, and Security; (13) Manufacturing; (14) Marketing; (15) Science, Technology, Engineering, and Mathematics; and (16) Transportation, Distribution, and Logistics.

These courses provide students with the academic and technical knowledge they need to pursue post-secondary opportunities and/or to enter the workplace upon graduation. CTE courses are available at District comprehensive high schools as well as Career and Technical Academies. The programs of study require students to complete a two-year sequence of courses. A small number of select programs may require completion of a sequence of three or four courses. Enrollment into CTE pathways is open for all high school students. CTE pathways provide hands-on training and industry relevant experiences, along with development of leadership skills through participation in career and technical student organizations.

The Nevada Department of Education (NDE) awards a Certificate of Skill Attainment to every CTE student who: (1) completes the CTE course sequence with a grade point average of 3.0 or higher; (2) passes a published end-of-program technical assessment; and (3) passes the Workplace Readiness assessment for employability skills. Employers in the state of Nevada may utilize this certificate for validation of a student’s knowledge and skills in the various career areas. Completing CTE pathways may contribute to the requirements for a student to qualify for a college and career readiness diploma. In addition, a number of CTE programs of study are offered as dual credit courses and/or articulate with community college courses across the state. Pursuant to the provisions of Section 504 of the Rehabilitation Act of 1973, and the Individuals with Disabilities Education Act (IDEA), the Clark County School District (District) is ready, willing, and able to identify every qualified student with disabilities residing in the District and determine the need for special education, related services, and/or accommodations.

Child Find identifies students in Clark County, ages three to 21, who are not enrolled in public school and may be eligible for special education services. Eligibility criteria for evaluation of eligibility for special education services include:

1. Children who are not currently enrolled in a public school, where a suspicion of a disability or delay exists.
2. Children who are homeschooled, enrolled in private school, reside in hospitals, or are homeless, where a suspicion of a disability or delay exists.

Parents, guardians, or surrogates must consent to an evaluation of their child prior to an appointment with the Child Find team. A team of professionals will assess the child to determine if they are eligible for special education services under the IDEA. The team, which includes the parents or guardians, develops an Individualized Education Program (IEP) or Service Plan for each eligible student. Concerns regarding students with disabilities that relate to the provision of a free appropriate public education (FAPE) under the Individuals with Disabilities Education Act (IDEA) or Section 504 should be directed to the principal of the school where the concern arose, the school’s Special Education Region Director, or by contacting the Executive Director, Office of Compliance and Monitoring, Student Services Division, by phone at 702-799-1020, or via email 0135-ocm@nv.ccsd.net. As a requirement under the Every Student Succeeds Act (ESSA), the Clark County School District (District) has a school choice process requiring that students in unsafe schools be permitted to transfer to safer public schools. This process, known as the “Unsafe School Choice Option,” permits student transfers for two reasons:

1. When a school is determined by the state of Nevada to be “persistently dangerous;” or
2. When a student becomes the victim of a violent crime at a school.

If a school is identified as persistently dangerous, the District will inform parents/guardians of the designation within 10 days and offer students the option to transfer to a safe public school within 20 days. Students are allowed to transfer within 30 days. To the extent possible, the District will allow students attending a school identified as persistently dangerous to transfer to a school that has not been identified as being in need of improvement, corrective action, or restructuring. The District will take into account the needs and preferences of the affected students and parents/guardians to the extent possible. It is important to note that transportation is the responsibility of the parent(s)/guardian(s). If a student becomes the victim of a violent criminal offense at school, the student is allowed to transfer to another public school. The transfer is optional; the student is not required to transfer. This requirement does not supersede the District’s ability to discipline offenders in accordance with District regulations.

School records of students are confidential, according to the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 C.F.R. Part 99). The education records maintained by the Clark County School District (District) include a student’s academic permanent record, achievement and scholastic aptitude test results, attendance and discipline file, class record books, grade books, health inventory, and special education confidential folder (if any).

Directory information is information not generally considered harmful or an invasion of privacy if disclosed. This information is available without the consent of parents/guardians or eligible students. Directory information includes the student’s name, address, grade level, date and place of birth, photographs, participation in officially recognized activities and sports, weight and height if a member of an athletic team, dates and schools of attendance, and degrees and awards received.

Photographs will be considered directory information only when used in printed school publications including the annual yearbook, playbills, honor roll or other recognition lists, graduation programs, newsletters, and sports activity programs/sheets. Parents/Guardians who do not want directory information released must file a written statement with the principal of the child’s school annually at the start of each school year.

In addition, two federal laws require local educational agencies to provide military recruiters and post-secondary institutions, upon request, with three information categories – name, address, and telephone listing – unless parents/guardians have advised the school in writing that they do not want their student’s information disclosed without their prior written consent. For military recruiting purposes, military recruiters may also request the District provided student email address (not the personal private email address).

Information other than directory information is inaccessible without the written consent of the parent/guardian or eligible student. Among those exempt from this ruling are “school officials” who have a “legitimate educational interest,” which may include the Board of School Trustees, administrators, certificated employees, classified support staff, and contractors, consultants, volunteers, and other outside parties performing outsourced institutional services or functions. Legitimate educational interest is defined as any activity having a direct effect on advancing a student’s educational level, coupled with a concern for the student’s social, emotional, and/or physical welfare.

To inspect education records, parents/guardians should make a written request to the principal of the child’s school to schedule a records review. The school must comply within 10 school days of the written request. The school is not required to make copies of the records unless failure to do so would effectively prevent the parent/guardian from obtaining access to the records.

Parents/Guardians or eligible students may request to amend student records. The procedure to challenge records is outlined in District Regulation 5125.1, which is available online at CCSD Regulation R-5125.1 (PDF), or at your child’s school.

Parents/Guardians or eligible students who believe their rights have been violated may file a complaint with: Student Privacy Policy Office, U.S. Department of Education, 400 Maryland Ave., SW, Washington, D.C. 20202.

The confidential records of students who have been enrolled in special education are automatically destroyed during the year of the student’s 28th birthday.

Upon request, the District discloses education records without consent to officials of other schools in which the student seeks or intends to enroll, or has already enrolled or transferred, if the disclosure is for purposes related to the student’s enrollment or transfer.

The Clark County School District (District) participates in Nevada Medicaid’s School Health Services (SHS) program and provides school health services to children with a Plan of Care (such as an Individualized Education Program) at no cost to parents/guardians. Additionally, the District provides preventative healthcare services including crisis intervention, screenings, assessments, diagnostics, and treatment. Federal Medicaid funds are available to school districts to help recover the costs of providing these necessary services. To access these funds, the District participates in the Nevada Department of Health and Human Services, Division of Health Care Financing and Policy (DHCFP) Medicaid SHS program.

The District must disclose information to DHCFP from those students’ education records for which reimbursement is sought. The information that must be disclosed includes the student’s name, date of birth, and information regarding the service that was provided, such as the date, type, and duration of service. The state Medicaid/Children’s Health Insurance Program (CHIP) agency shares beneficiary information with the District (via a third-party billing agent) when the purpose of the disclosure is directly connected to the administration of the Medicaid or CHIP State plan, including establishing eligibility.

Consent to release information must be obtained in order to seek Medicaid reimbursement. As required by federal law, the District:

Whether or not consent is given or if consent is withdrawn, the District will continue to provide services to students at no cost to parents/guardians.

The Clark County School District (District) is committed to ensuring that all relationships, interactions, and communications between District employees or representatives/volunteers and students, regardless of age, are appropriate. In furtherance of this goal, the Board of Trustees enacted Policy and Regulation 4100, which establishes procedures for all employees and representatives/volunteers (including rules related to electronic communication such as email and texting with students), defines appropriate and inappropriate conduct, mandates the reporting of inappropriate conduct, encourages cooperation with law enforcement, and ensures compliance with applicable laws.

The Clark County School District (District) is committed to providing a safe, secure, and respectful learning environment for all students and employees at all District facilities, school buildings, on school buses, on school grounds, and at school-sponsored activities. The District rejects all forms of racism. The District has adopted Policy 5139 which addresses anti-racism, equity, and inclusion. This policy ensures that incidents of discrimination based on race are prohibited. The District encourages all employees, students, and parents/guardians to reflect upon and take appropriate action when they are aware of racially motivated incidents, racial discrimination, and racial aggression. The importance of this policy acknowledges the negative impact experienced by individuals, the District, and society as a result of racial discrimination and racism. The District will hold staff and students accountable and align all adult behavior to a renewed culture of high expectations for all students throughout the District and the expectation of an anti-racism culture. The Clark County School District (District) supports a learning environment that is free from discrimination, harassment, and intimidation because of a student’s protected status in order to best promote student learning. Where a student has experienced harassment, the District will act promptly and appropriately to prevent its recurrence and correct its discriminatory effects on the complainant and others, where appropriate. Protected class groups include age, race, color, national origin, ethnicity, ancestry, religion, gender identity or expression, sexual orientation, physical attributes, disability, and sex.

Sexual Harassment

The District does not discriminate on the basis of sex in its education programs or activities, and is required by Title IX not to discriminate in such a manner.

Sexual harassment is defined as conduct on the basis of sex that satisfies one or more of the following:

1. An employee of the District conditioning the provision of an aid, benefit, or service of the District on an individual’s participation in unwelcome sexual conduct (i.e., quid pro quo sexual harassment). This applies to all employees.

2. Unwelcome conduct determined by a reasonable person to be so severe, pervasive, and objectively offensive that it effectively denies a person equal access to an education program or activity. This applies to all students and employees.

3. Sexual assault, dating violence, domestic violence, or stalking, as those terms are defined under certain federal laws. (For a full definition of those terms, visit ccsd.net, keyword search “Title IX,” or visit Title IX Notice of Non-Discrimination. This applies to all students and employees.

Under Title IX, the District must respond when any employee or official of the District with authority to institute corrective measures has actual knowledge (sees, hears, or otherwise learns) of sexual harassment that occurred within an education program or activity. When any employee or official of the District with authority to institute corrective measures has actual knowledge of such sexual harassment, that person has a duty to report it to the District’s Assistant Human Resources Officer, who also serves as the Title IX Coordinator. Upon receipt of a formal complaint or a report of sexual harassment, the Assistant Human Resources Officer will coordinate the District’s efforts to comply with its obligations under the law. The District will respond promptly and in a manner that is not deliberately indifferent, meaning not clearly unreasonable in light of the known circumstances.

Harassment Not Based on Sex

For all other types of harassment that are not based on sex (i.e., not based on Title IX), harassment is defined as any verbal, visual, or physical conduct that is sufficiently severe, persistent, or pervasive that it adversely affects, or has the purpose or logical consequence of interfering with the student’s educational program or creates an intimidating, hostile, or offensive school atmosphere. Harassment, whether it is by students, staff, or third parties in the school community, is strictly prohibited, and will subject the perpetrator to disciplinary action. It is the principal’s responsibility to take actions as necessary to protect students and District personnel from harassment by students or staff, using the grievance complaint procedure.

Any student who feels that they are a victim of harassment should immediately contact their teacher and/or principal. If the principal or teacher is believed to be part of the harassment, the student should contact the appropriate Region Superintendent, School Associate Superintendent, or Division Administrator. Any District employee who receives a harassment complaint from a student shall immediately notify the School Principal. Any employee who observes harassing conduct shall take immediate action to stop the harassing conduct and then immediately notify the School Principal of the incident. The principal shall ensure that the complaint is promptly and appropriately investigated and will ensure that there is an opportunity to present witnesses and other evidence. If the investigation is not conducted promptly, the appropriate Region Superintendent or School Associate Superintendent, Division Administrator, or the office of the Assistant Human Resources Officer (who oversees the Office of Diversity and Affirmative Action/ADA and Title IX programs, who also serves as the Title IX Coordinator for the District) will be notified.

Retaliatory behavior against any complainant or any participant in the complaint process is prohibited.

Harassment in any form against students by either a student or a District employee is grounds for severe disciplinary action. For students, it may be the basis for suspension/expulsion in accordance with the existing disciplinary procedures. For staff, it may result in disciplinary action up to and including dismissal. If there is a concern that the behavior constitutes bullying, it should also be reported under the bullying procedures set forth in District Policy 5137. Regulation 5157 defines nutrient standards for food and beverages sold or given away to students in all school venues during the period from midnight before, to 30 minutes after, the end of the official school day. This includes, but is not limited to, student stores, vending machines, cafeteria a la carte lines, fundraising, and all activities sponsored by school organizations (clubs, sports, PTA, etc.) conducted on school property during the school day, and the District’s Food Service Department. The nutrient standards limit calories, fat, sugar, and sodium; prohibit carbonated beverages and caffeine with the exception of trace amounts of naturally-occurring caffeine substances such as chocolate milk (although caffeine is permitted at the high school level if approved by administration), and define acceptable portion sizes.
