Open the run dialog and type "gpedit.msc"
 
Then browse the tree:
 
User Configuration > Windows Settings > Internet Explorer Maintenance > Connection
 
Select "Proxy Settings" from the right pane and input the proxy settings.
 
This will change the proxy settings for all existing users.  I think it changes them for the default user also.
 
Secondary issue. When IE is hanging looking for the home page on startup without the proxy I can't open up "Internet Options" under the tools menu. It just ignores me. I've come up with a work-around----right click on a text doc or a jpg and tell IE to open it. Since its not busy banging its head against the no-proxy situation it lets me into the Internet Options. Is there a way to make IE stop page loading or some other way to get to the settings?
