Office of the Chief of Police

The Office of the Chief of Police houses the Clark County School District Police Department's central administrative function. The Chief of Police is the agency head and responsible for the operations of the police department. The Office of the Chief of Police is the top organizational entity within the police department. The following functions report directly to the Office of the Chief of Police:

Filiberto Arroyo was appointed as a Captain in the Clark County School District Police Department in August 2005. Chief Arroyo is a twenty-two year veteran of law enforcement and security operations with comprehensive experience in school-based policing, criminal investigations, and crime prevention and suppression. Chief Arroyo began his career in law enforcement in 1983 at the City of Miami Police Department in South Florida. Urban patrol experience gained through both personal assignments and supervisory experience in major high-crime districts quickly earned him a promotion to Detective.

In 2007 as Captain of the Law Enforcement/Administrative Division, Filiberto Arroyo along with Captain James Ketsaa was named Acting Co-Chief of Police.

In February 2008, the School District made an unprecedented decision by promoting within the School District Police Department’s ranks as they appointed Filiberto Arroyo as Chief of Police.

Captain James Ketsaa began his career with the CCSD Police Department in January of 1991, following 10 years of service as a firefighter in New York. He served as a Campus Officer, Patrol Officer, Fire/Arson Investigator and a member of the Gang Unit prior to his promotion to Sergeant in September of 1993. While serving as a Patrol/Campus Supervisor he also supervised Communications, the Bike Patrol Unit, Department Fleet and many other functions within the Department.

Lieutenant Anthony York began his career with the Clark County School District Police Department in April 1990, following four years of service in the United States Air Force.

As an officer, he worked as a campus officer, a patrol officer, a member of the gang unit, a department trainer, and as a firearm instructor. As an author, Lt. York was instrumental in the redesign of department forms and instruction guides (1992) and the development of the Department Procedure Manual (1993). He was promoted to the rank of Sergeant in December 1993. As a Sergeant, Lt. York supervised the swing and grave patrol shifts, worked as an Area Sergeant, as a Regional Sergeant and Bureau Commander. He also supervised the departments Emergency Management, and Training functions.

Lieutenant Ken Young has been a member of the department since 1991. Lt. Young is responsible for several key areas of the department to include; Campus, Patrol and Special Events. Lt. Young has worked his way through the ranks as a Campus Officer, Patrol Officer, Gang Unit Officer, Field Training Officer, Department Instructor, Patrol Sergeant and Public Information Officer. Lt. Young is a recipient of the following certificates Basic, Intermediate and Advanced P.O.S.T. certificates. Basic SRO, and Public Information Officer Training Certification just to name a few. Lt. Young is currently attending the University of Phoenix.

Bureau of Professional Standards

The Bureau of Professional Standards is charged with the responsibility to vigorously and thoroughly investigate alleged misconduct within the CCSD Police Department. The unit is also responsible for department personnel investigations and those investigations requested by the Clark County School District.

The Bureau of Professional Standards serves as the coordinating authority for all complaints within the Clark County School District Police Department.
Initially, all received complaints are reviewed by the office of the Chief of Police. Complaints alleging minor misconduct are referred to the supervisor of the accused employee. More serious allegations are investigated by the Bureau of Professional Standards.

The Bureau of Professional Standards is strictly an investigative unit; which is used to determine the facts of the case and not the truthfulness of the complaint. That determination is left to the accused employee’s supervisor and the Chief of Police. The Bureaus goal is to insure a fair and expeditious investigation in accordance with local, state, and federal laws and with CCSDPD department policies.

The responsibilities of this Bureau are to receive and record complaints, evaluate said assignment, conduct an impartial investigation, make an unbiased disposition, and suggest corrective methods when misconduct has been substantiated.

Public Information Officer

The Public Information Office for Clark County School District Police Department:

  • Is under direct supervision of the Chief.
  • Coordinates all law enforcement media related issues with the School District Communications Office. To include any media releases related to the department.
  • On 24 hours call to handle all media related issues.
  • Works with the Special Services Bureau to coordinate and promote crime prevention events sponsored by the agency.
  • Is responsible for all public information and media relation matters for the department.
  • Works hand in hand with all local and national media sources provide them timely and factual information.
  • Is responsible for school district crime prevention education programs for the department.
  • Is responsible for all photo and video services for the department.
  • Coordinator and hosts of the "Police Briefing," a closed circuit cable program that serves officers in five school district regions.
  • Coordinates all public relations and visitation activities made by department personnel.
  • Coordinates the awards and recognition programs for the department.
  • Responds to requests for speakers and displays at public events.
  • Coordinates all requests made by television and motion picture companies for interviews and appearances.

Accreditation

The Clark County School District Police Department is committed to providing superior service to the school district and the community that we serve. As a result, the department has voluntarily elected to pursue national law enforcement accreditation status.

The Commission on Accreditation for Law Enforcement Agencies (C.A.L.E.A.) has established standards designed to increase law enforcement capabilities, prevent and control crime, and reduce liability. The accreditation process provides an ongoing self-assessment component to ensure we adhere to the highest standards of service to our schools and the community. The effectiveness and efficiency in the delivery of law enforcement services is also a strong benchmark of the accreditation process.

Accreditation standards assure our customers that the Clark County School District Police Department meets a variety of national and state criteria. Our department is a professional organization, which strives to attract process and hire only the most qualified personnel. By adopting accreditation standards, we assure that our services continue to be excellent.

C.A.L.E.A. standards are designed to increase the cooperation and coordination with the Clark County School District, the local community and with other law enforcement agencies within the criminal justice system. Accreditation status is designed to earmark the agency’s commitment to excellence in leadership, resource management and service delivery.
